Every busy network drops something. The only question is whether the choice is made by accident, by whoever shouts loudest, or by a rule. Under load, a leader that treats every connection equally is handing its capacity to whoever can open the most connections. Weighting by stake is one answer: imperfect, arguable, and at least legible.

A LANE IS NOT A SEAT.
INGRESS LIMITS
A leader accepts a limited number of connections and streams. That limit is the whole story. If 10,000 requests hit a gate built for 1,000, 9,000 stay outside.
STAKE PROPORTION
Staked validators get most of that room, split roughly by share of stake. Unstaked traffic shares what is left in a narrow default corridor.
DELEGATED INGRESS
An RPC node has no stake. It only gets a staked lane if a validator chooses to peer with it and explicitly lends its allowance.
- ● Not Block Inclusion: Stake-weighted QoS governs getting a transaction to the leader. It does not guarantee inclusion in a block.
- ● Not Transaction Ordering: It does not decide ordering inside a block: that is handled by the leader's scheduler and priority fees.
- ● Not a Paid Fee: Stake-weighting is not a fee and nothing is paid for it. It functions strictly as an admission gate under load.
- ● SOL Stake Only: It is about validator stake in SOL. Holding $STAKE grants no network bandwidth whatsoever.
